Hi I live in the US and have a Sprint CDMA phone, is there something that I can use that will jam both gps and a-gps will still being able to talk on the phone? Would I be better off using a GSM phone?

In fact, you can. If you want to jam A-GPS but continue to talk on your phone then you need to use GPS jammer. This device will block all GPS signals in its working range so A-GPS module of your Sprint CDMA phone will not work. Even if A-GPS module start its work it will be completely useless without GPS signal that works to find your location and A-GPS just makes this process to be faster.
As for the phone, I would suggest you to continue using your CDMA phone because in GSM phones their A-GPS modules often combined with GSM modules into one unit so when you break the work of A-GPS there might be some problems with communications. CDMA phones have no such problem thus when you make your A-GPS module useless without GPS signals you will be able to make calls, write text messages, etc.
